Commit message:
Do not include any snaps in ubuntu-cpc:minimized builds

This takes @mwhudson's MP

and makes the following changes on top of it:

* core is not pre-seeded per default, instead
* while pre-seeding each snap, check what it's core is and pull it in.

This does not yet address the case where we have only core18 images in an image and want to seed snapd in that case.
