[Merge] lp:~codyshepherd/livecd-rootfs/snaps-manifest into lp:livecd-rootfs

I don't want to be overly nit-picky, but I find this slightly unintuitive. If you don't know what it does, you will first suspect that filesystem.packages is an input file. Personally, I would prefer, if this behaved more like any other *nix CLI tool, for example

    snap-seed-parse --root="chroot/" -o "binary/${INITFS}/filesystem.packages"

and the default could be to print to stdout, if "-o" is not specified.
