Quite honestly, I can't recall why this package was required to create the cloud images. I would imagine that this was required to ensure that network configuration was possible before being able to access the network to install extra packages. For example:

 - internet was provided over a VLAN interface, and curtin/cloud-init needed it to configure the network before I can access the external network to grab extra packages.

If this package is no longer required to configure VLAN interfaces before there's network access, then I'm +1 on this branch.
