I know of 2 users of isc-dhcp-client, neither of which mention Depends or Recommends on isc-dhcp-client.

 a.) initramfs-tools: This is used for ipv6 dhcp (bug 1621507 and friends).
 b.) cloud-init: cloud-init invokes dhclient to obtain temporary dhcp addresses.  I filed bug 1759307.

neither of these packages are in the minimal, and the straightforward fix for cloud-init is to add the Depends.

Neither of these means that I should 'Needs Fixing' this review, but are important bits of information.  I'll leave 'b' to be fixed by someone else, but will fix cloud-init.
