@willcooke please confirm these removals

I've made url-dispatcher not to depend on unity-scopes-api, meaning that
we can remove unity-scopes-api and net-cpp from the archive.

Currently, net-cpp is failing to build from source and depends on the
old libcurl/openssl1.0 ABI, thus ideally we really want to remove net-
cpp from 18.04 LTS.
