One thing I was worried about wrt cut-off times in general is inconsistent mirror views, such as Launchpad currently building archive with timestamp T (or its just not synced to the mirror you are looking at), you specifying a cut-off-time T, but not seeing T yet. Then later your client (here proxy) runs again, specifying T, and now sees the new files, and uses those instead of the ones the previous run used. Is that a problem here?
