2018 and I still have this problem.
4.13.0-37-generic #42-Ubuntu SMP Wed Mar 7 14:13:23 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux

It happens sometimes and the only way is to manually run

nmcli c up id Hotspot

why is ubuntu/netowrk-manager not updated with a fix?

P.S.
It happens always also after a suspend/resume.
