We have an OEM bug to track this issue first: https://bugs.launchpad.net/somerville/hwe-somerville/+bug/1715596, and a public bug https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/1718824

The problem is:
On the Dell USB dock (TB16), there is an analogue audio chips on it (USB bridge ALC4020 + audio codec ALC3263), And through the codec, it has one internal speaker and one headset jack, but without this fix, the pulseaudio can only drive the speaker (hw:0,0), the headset jack can't work at all. To make both speaker and headset jack work, we need to add a conf file for this hardware.

It is absolute safe to introduce this fix since it only add a conf for a specific hardware, it will not affect existing functions in the pulseaudio,it will not introduce any regression.

This commit is cherrypicked from v11.1, so the pulseaudio for zesty and artful also needs this fix.
