[Bug 1726802] [NEW] battery charging not showing if plugged in during boot

Public bug reported:

When I power up my device without plugging in, the indicator shows
charging, but whenever I am powering up my laptop after plugging in the
battery indicator is not showing charging.

I am using ASUS R558U.
