Sorry, I didn't realise you were blocked on this before. I thought that by "Currently testing" you meant that you would comment here with results.

Confusingly, this is in platform.artful/supported-misc-servers.

So I think you should drop mentions of virt-host from STRUCTURE, delete the virt-host seed, and if anything is needed to hold stuff in main, put that in platform.artful/supported-misc-servers.

I'm not sure that changing supported-misc-servers is needed though, as nova is already mentioned there, and I expect that should transitively depend on all the necessary qemu and libvirt.
