[Bug 1589401] Re: cannot view wifi networks after re-enabling wifi

The applet started functioning properly after 16.04.2. If the problem
was Intel drivers, it solved it. Intel Wireless 3160 + Ubuntu MATE with
kernel 4.8.0-39-generic. Confirm this.
