This fix is for https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/1643812.

Without this patch, if a laptop has two headphones (headphone and dock headphone), and users plug the headphone into the jack, all output devices are missing.

This problem is reported from a OEM project, for the OEM projects, we still use PA4.0, so we need this fix.
