Review: Needs Fixing

I’m seeing issues with the chrome disappearing under certain circumstances (verified that this doesn’t seem to happen in staging):

 - when opening a new tab (with Ctrl+T), the chrome isn’t visible
 - when opening a new window (with Ctrl+N), the chrome in the new window isn’t visible

When that happens, I can nevertheless do a navigation (Ctrl+L to ensure the address bar is focused, then enter a valid URL and press enter), and that reveals the chrome, so it’s only the initial state that appears to be broken.
