Shortly before xenial release, we have reshuffled s390-tools to drop out of miminal and be pulled in by the installers correctly when needed.

However, when dropping these out of minimal, we forgot to actually properly seed them. Thus they ended up not having proper supported statements.

It seems like seeding these into supported-hardware-common looks okish. And should get 5y support statement, at least in -updates pocket when SRUs will land for this package.

And then this bug fix should be applied to platform.yakkety seeds too.
