[Bug 1485707] [NEW] On initial install of a silo with push in you can get a double notification on first run

STEPS:
1. fresh install a new image
2. Setup gmail
3. Ensure the notifications for gmail are on
4. Trigger a new message to the gmail account

EXPECTED:
A single ping and notification that a new message is available

ACTUAL:
Initial message only is duplicated. After that it works as expected.
