[Bug 1403866] [NEW] No notifications are received

You have been subscribed to a public bug:

Test case.
- Open Telegram app.
- Introduce credentials.
- When the dialog appears, choose to login in Ubuntu One to receive notifications.
- Introduce credentials in Ubuntu One.
- Check that Telegram can receive notifications in System Settings > Notifications.
- Lock the phone.
- With another account and device, send a Telegram message.

Expected result.
- Notification is received.

Actual result.
- Notifications aren't displayed.
