[Merge] lp:~sil2100/platform-api/location-dep-revert into lp:platform-api

Łukasz Zemczak has proposed merging lp:~sil2100/platform-api/location-dep-revert into lp:platform-api.

Commit message:
Revert the location-service build dep to 1.0.0 as we don't depend on anything specific in 3.0.0. This should make platform-api dual-landable again.
