[Merge] lp:~phablet-team/ofono/ofono-1.16-update into lp:~phablet-team/ofono/ubuntu

Tested silo ( landing-044 ) on arale ( stable #4 ) with a T-Mobile/US SIM ( !roaming ).

Ran the full ofono test plan minus Emergency Calling and Call Barring ( not possible in the US ).

Saw a couple of dialer/messaging autopilot failures, but none seem to be associated with ofono itself; the failures are similar to the same seen when running against the OTA6 version of ofono.

Also saw failures with the SIM test-sim-change-pin and test-sim-disable-pin-lock.  Both work fine on krillin and from the UI, so this is most likely an issue with the scripts not being quirked for arale.
