This looks to be targeted for the wrong release (juno instead of kilo) and would be out of date from the current branch status. I've resubmitted this proposal under https://code.launchpad.net/~billy-olsen/nova/kilo+lp1457517/+merge/270466 since I unfortunately cannot retarget this or work on this branch. Unfortunately, Liang is unavailable to rework this for a few weeks.
