[Merge] lp:~boiko/history-service/fix_timezone_changes into lp:history-service

Gustavo Pichorim Boiko has proposed merging lp:~boiko/history-service/fix_timezone_changes into lp:history-service with lp:~boiko/history-service/move_private_to_shared_lib as a prerequisite.

Commit message:
Store threads' timestamps in UTC in the cache, and convert only when returning to the client, so that it has the most up-to-date local time.
