Review: Needs Fixing

The UX spec (https://docs.google.com/presentation/d/1Qrd4Flfs3EH-fI79IfrYgLdAx2nce-L7ve8NKLCX324/edit#slide=id.g2b64bc8c2_582) says:

> If user has no other open tabs, it will toggle immediately to Public
> mode and all Public tabs will be restored. User will need to confirm
> the action if it has more than one Private tab open.

So the confirmation dialog should not be shown when there is only one private tab. Please ensure both cases are tested by autopilot tests.
