Can you please point me to some doc that shows how to create 3.0 format MPs? The white spaces were not introduced by me, I did notice the white space and so I created the diff twice and it still shows up. If you can point me in the right direction I can recreate the MP as per your comments.

There is an /etc/default/irqbalance and users can disable irqbalance there. But given the special circumstances with TI Slayton aconrad suggested that we could disable irqbalance by permanently on the platform for trusty.
