[Merge] lp:~boiko/telephony-service/non_phone_accounts_tests into lp:telephony-service

The proposal to merge lp:~boiko/telephony-service/non_phone_accounts_tests into lp:telephony-service has been updated.

Commit Message changed to:

- Move all tests to root/tests to make it easier to share components
- Add tests to existing components
- Add tests to make sure supporting non-phone based accounts works
- Fix problems found while writing the tests.
- Fix coverage reports
