I agree that ideally the symlink should be in the top directory, and I have contacted upstream with this request.

However, it is my understanding that in the meantime I shouldn't be making changes to the contents of the .orig tarball in a 3.0 (quilt) format package.  Hence the debian/links file.

Perhaps it's different in Ubuntu?  Most of my packaging work is in Debian.
