Apologizes for the double merge request, I thought I could merge against trusty-updates but I cannot (first time doing this).

The old init.d script correctly called ifup/ifdown when the service started or stopped but the new upstart script does not.  As a result, interfaces saved in the /etc/openvswitch/conf.db are brought up on system startup but the configuration is not applied.  This causes a *large* issue if openvswitch is managing the main interface for the machine because IPs never get assigned.
