[Merge] lp:~mvo/livecd-rootfs/snappy-add-fw_env.config into lp:livecd-rootfs

The proposal to merge lp:~mvo/livecd-rootfs/snappy-add-fw_env.config into lp:livecd-rootfs has been updated.

Description changed to:

Ensure that we have a valid /etc/fw_env.conf file so that
fw_{set,print}env work.

Merge should wait until we had a full end-to-end test.
