[Bug 1463321] [NEW] Can't use cellular to surf the Internet when the SIM card is on the call (Single SIM card)

Reproduce Steps
 
1,Make sure just insert one SIM card
2,Surf the internet by cellular data when the SIM card is on the call
3,Check the SIM card whether or not support internet access 

Expect Result :

China mobile SIM and China Unicom SIM  both can support internet access
when the phone is on the call

Actual Result:

The China mobile SIM card can't support internet and China Unicom SIM
card works only with 3G, it does not work if switch to 2G or 4G when the
phone is on the call
