I recently did some work with apport and how it identifies foreign origin packages. It occurred to me that upgrades frequently fail due to packages from a foreign origin, e.g. a PPA, and I thought it would be useful to identify packages with a foreign origin in bug reports. Given that ubuntu-release-upgrader's apport hook includes apt-clone information it seemed to me like the best way to get information about packages from a foreign origin was to include it in apt-clone. This does that.
