Only a couple of queries:

1) Maybe we should call the "non-fs" partition "non-fs-bootdata" or similar to make it clearer what the partition is for?

2) U-Boot: The snappy code that works on toggling the bootloader config assumes that it will write snappy_ab and snappy_mode to /boot/snappy-system.txt. So we need to find a way to create uEnv.txt but have it read /boot/snappy-system.txt.

Ideally, we'd also have uEnv.txt provide default values of both snappy_ab and snappy_mode if /boot/snappy-system.txt doesn't exist:

snappy_ab=a
snappy_mode=try
