This is really odd...
It built in pbuilder on my machine, without trouble before uploading it.
I couldn't build a wily pbuilder tar, so I built it in precise.
I encountered that error a few releases back and solved it by adding fluid to the build depends.
I looked through the build log and found that fluid was indeed installed in that environment.

Is there some outstanding issue with wily?  I suppose I could try making build it in a PPA using wily.  Very strange indeed.
