[Merge] lp:~mathieu-tl/network-manager/routing-metric into lp:~network-manager/network-manager/ubuntu

I tested on mako/vivid ( #188 ) and arale/vivid ( #185 ).

The change appears fine, however one of the side-effects is that when WiFi and mobile data are both active, the phone now will have two default routes, with the WiFi route having the lower metric.  In theory this means all traffic will flow over WiFi, unless there's a host-specific route available and data traffic matches this route.  Note, this should speed up the handover when disabling WiFi and switching to mobile data.

As this is a fairly significant change, I will call for wider testing of this silo on the phone mailing list, and we will do some more in-depth testing next week as well.

Finally, before we land, we should also ask QA to perform some smoke testing as well.
