This is a remix of slangasek's merge proposal at https://code.launchpad.net/~vorlon/ubuntu/utopic/apport/lp.1354318/+merge/230083, modified so that we don't use a .new file.

I've also modified process_report to return the upload_stamp for reports already marked for upload, so that wait_uploaded will confirm that there is a .uploaded file for those with a .upload file. This way one can call whoopsie-upload-all --timeout 30 and verify that all crash reports have been uploaded.
