See the fixes at lp:~smoser/ubuntu/utopic/ec2-api-tools/update-1.6.13.0 (proposed for merging here).
without those changes this simply fails to build.

The lintian error about debian/source/format was by design.
I had not wanted the patches applied, but thats fine now.
