Good question. If it's the same setup as elsewhere, there needs to be the top-approve at minimum (via Status). The CI team requested I go back to merge requests, even though I needed to bootstrap 5.2.1 (have orig tarballs) in the PPA first. This I just finished to the extent required by Ubuntu Touch so far, and I'll continue with the more minor packages and so on.
CI team needs the CI to be used to track code coverage among else.
>From my part I can't say "no" to direct commits considering how many tens of commits I've just pushed to all branches in preparation for 5.2.1 :) So I'd say changelog tweaks definitely can go direct, but I try to get myself now forced to using CI for the duration of 5.2.1 polishing, and I try to get at least one proposal against each branch in case that's how they get code coverage numbers out.
