Add diversions for dh_auto_configure, dh_auto_test, and dpkg-gensymbols to facilitate generation of coverage.xml under dh_ build.

After some fits and starts, a sampling of results may be found in this PPA: https://launchpad.net/~allanlesage/+archive/ubuntu/coverage-mangler-12/+packages .

This MP will be a WIP until some tests are committed; also need to discuss with pitti a mechanism for selectively enabling coverage to be generated.  Lastly the suggestion to "build twice" (once for coverage once for not) came up in a recent QA-CI meeting, I'd need an explanation of how this would fit into the "mangling"/diverting scheme.
