phablet-config: Add "network" group for saving/restoring current wifi

Add "network --read" and "network --write" commands to get/set the current
wifi connection. This is mostly useful around a factory reset to avoid having
to re-enter the wifi data. This is more convenient for local developers, and
avoids having to carry around an extra NM configuration file with CI.
