[Merge] lp:~mterry/livecd-rootfs/nodelay into lp:livecd-rootfs

Michael Terry has proposed merging lp:~mterry/livecd-rootfs/nodelay into lp:livecd-rootfs.

Commit message:
Add nodelay option to pam_extrausers at design's request and security's ok.

Also put our pam_extrausers lines outside the managed portion of those files.  Hopefully, this should make updating that file with "apt-get dist-upgrade" go smoother.
