To support netboot on secureboot, we need a suitably generic EFI image with
the tftp grub module added in and with a suitable default grub.cfg.  Here's
a first stab at this.  Note that this currently throws error messages about
'if' and 'else' being unknown commands; this appears to be because I'm using
these in the early grub.cfg (grub-mkimage -c), but I haven't been able to
get this working if I use the same grub-bootstrap.cfg that's used for the CD
image - for some reason, doing that results in the dhcp/tftp information
being lost.  Thoughts on how to fix this are most welcome.
