Yes the Qt packagings have normally been sponsored from the packaging branch directly, as they're handled via 'packaging-only' branches similar to Debian's pkg-kde.

If a core sponsorer can't be pinged about getting lp:~kubuntu-packagers/kubuntu-packaging/qtmultimedia-opensource-src_5.0.2 sponsored directly, then one may branch the lp:ubuntu/* and copy the packaging branch contents on top of that.
