Review: Needs Information

I'd rather not merge this until we have a plan on how to transition all the projects.  Making the tests fail with the current infrastructure is just going to block getting images released.  Of course it makes the most sense to fix the tools an infrastructure so they can support either, allowing the transition to happen gradually.
