Add dummy transitional package for libutouch-qml.

Testing:
 - Built inside pbuilder chroot and pushed to a local package repository.
 - 'apt-get dist-upgrade' found the new libutouch-qml
 - 'apt-get install libutouch-qml' installed over the prior libutouch-qml and also added liboif-qml
