Application review board

Hello,

I just read this post from reddit:

I feel that I would be a good applicant for the board. I have been an
Ubuntu user for 5 years and run only Ubuntu at work, on my server, and on
my laptop.

Since I am not much a programmer (although I know some Python , Arduino C,
and BASH) I think it would be great for me to contribute to maintaining
software not only by reviewing it, but I would also like to learn more
about package submission and repository maintenace seeing as my I have to
constantly build my favorite shell, the fish shell, from source when I
install Ubuntu for people because the one in the repos is super super old.
