When I originally proposed the _KEYID config variable, I forgot to add it to UDTConfig's list of variables allowed to have package-global values.

This means that the manpages for sponsor-patch, requestsync, and syncpackage (which each list the UBUNTUTOOLS_KEYID variable) are currently inaccurate.
