I noticed that when updating and the update included a package which needs a restart, the unity badge never gets reset.  So it will be showing the "please restart" dialog while the launcher will be showing a badge like "10", even though those 10 updates already got installed.

This branch moves the logic around slightly, to update the internal cache/badge before deciding to show the restart dialog.
