Resubmitting as requested, superseding https://code.launchpad.net/~vila/ubuntu/precise/keystone/fix-922954/+merge/91457

It looks like the dependency was added to the Build-Depends for the source package instead of the Depends for the 'keystone' package.

I encountered the issue while installing keystone on a fresh install.
