I know it's been a while sine you proposed this but there is now [2012-08-03] AdLint 1.18.2 is released.

It looks like fix_etc_path patch got un applied. Can you check that you did this:
$ quilt push -a
$ bzr add .pc
$ bzr commit -m 'apply patches'

Have you requested for this package to be updated in debian? Have you spoken to debian ruby extras team? It could go into debian experimental + sync into quantal.
