The language pack 'en' makes sense to install as we're using it as the default configured language for the cloud-images.  Currently, without this package, if someone ssh's in with a LC_ALL other than en_US.UTF-8, the will see locale warnings.  This improves the situation for valid en_*. (LP: #859814)
