* Set also LC_MESSAGES for applications that don't recognize LANGUAGE
* GDM related fixes:
  - Update dmrc when LANGUAGE is set, not when LANG is set.
  - Make language changes via GDM's language picker be handled in
    conformity with language changes via language-selector.
