add-apt-repository is very cool, but misses the corollary activity of removing repositories.

Here is a bash script which we've been using in xorg-edgers for this purpose for some time now.  It's reasonably well tested on a variety of ppas.  We called it 'ppa-purge' originally but for this merge I'm suggesting renaming it to 'rm-apt-repository' to emphasize that it goes with add-apt-repository.

The reason we find it important to be able to remove PPAs easily is so users can get back to a more 'stock' configuration for testing purposes.  I think this need has grown in importance due to how PPA usage is becoming more and more widespread.  So having this script in python-software-properties would enable teams beyond xorg to make use of this capability.
