Brendan Donegan has proposed merging lp:~brendan-donegan/update-manager/no-update-on-startup into lp:update-manager.

Adds a (hacky) option to pass '--no-update' to update-manager. This will stop the initial update from happening. This improves testability, as I can make my test application launch update-manager with this option and not worry about how long it will take to finish the update. I can then safely use the DBus interface to order the update and get a return code back telling me whether it succeeded or not.
